Arctic College of the Peoples of the North: Prospects of Development
At the very north of Russia, in one of the most remote villages of the Sakha Republic (Yakutia) – Chersky village, there is a unique educational institution – Arctic College of the Peoples of the North. Most recently this college established the Arctic Centre for Domestic Reindeer Husbandry, which is to be included into the International Centre for Reindeer Husbandry network. We also hope that the college will become a part of the UArctic EALAT Institute. The director of the college Elena Antipina told us about the current situation at the college and prospects for development of the college.
With the great support from the Ministry of Professional Education and Staff Training and Deployment of the Sakha Republic (Yakutia), great changes occurred in all aspects of activities of the College of Peoples of the North at the Chersky village, Nizhnekolymsky district, over the last year. Promotion of projects on reindeer husbandry at the national level through the Ministry causes great approval from reindeer herders and reindeer husbandry of the region in terms of personnel training and attracting young people into reindeer husbandry.
Based on the orders of the Government of Sakha Republic (Yakutia) on April 29 2014 No. 424 – the Nizhnekolymsky College of Peoples of the North was renamed into the Arctic College of the Peoples of the North.
The college trains specialists in various professions and specialties: teacher of additional education, reindeer herder/machinery operator, organizer of sociocultural activities, machinist/service technician, engineer (electricity supply), cook/pastry chef, lawyer, engineer for processing agricultural products, auto mechanic.
In the school year of 2013-2014 the college started to train students in profession of reindeer herder/machinery operator, in June there expected first graduates in this specialty.
Arctic College of the North is an educational institution implementing educational programs of secondary vocational education.
School year of 2014-2015 will start full-time training on the following professions and specialties:
– on the basis of secondary (complete) general education: underground mining; qualification – mining techniques/technologist, training period 2 years 10 months
– on the basis of general education (with obtain secondary (complete) education): reindeer herder/machinery operator, qualification – reindeer herder of with third degree, driver of motor transport, training period 2 years 5 months
The training is conducted in accordance with federal state educational standards, to satisfy needs of employers.
The outcomes of the international seminar “New technologies in reindeer herding as factor of sustainable development of indigenous peoples of the North” which was held on April 1 – 4, 2014 at the College of the Peoples of the North:
– opening of the Arctic Centre for Domestic Reindeer Husbandry and small manufactory for rendering reindeer meat
– the college membership in the Association of World Reindeer Herders
All these activities provide great opportunities for development of the college, for beginning international activity, working out issues of dual certification, methodological support of indigenous nomadic communities.
With establishing of filial branch of the Faculty of Law (of the North-Eastern Federal University) at the college there also will be prospects for getting higher legal education through distance extramural education.
Teaching staff, students and personnel actively participate in all initiatives and innovations within the work of the Arctic college of the Peoples of the North. But there are still many issues require making decisions, improvements and implementation.
The director of the Arctic College of the Peoples of the North
